Long before western railroads began to pool diesel locomotive power, short term leases were in vogue. Historically this reaches back to World War II, when most roads operating in the far west found themselves power short. But prior to the 1960s, there was not much to report concerning the lease of motive power between railroads. With the coming of the railroad mergers came shortages on some lines and surpluses on others which led to the first significant railroad-to-railroad leasing programs. Also in the early 1960s pooled and run-through freight and passenger power became more common to avoid lengthy terminal delays en route.
